The Orleans County Legislature recognized November as National Adoption Month as Legislator Fred Miller presented a proclamation to Teresa Elam-Zwifka, Director of Child & Family Services (left) and Lianna Sheffer, Supervisor of Preventative Services, of the Orleans County Department of Social Services.
